Texas is a part of the USA. Ukraine was not a part of Russia. It was a part of the USSR. Like USA, Canada and Mexico forming a country.

But yes, if the US splits up and the states go different ways, Texas would definitely keep any weapons that happen to be located in Texas the day after the split. Even you must know that.

Israel gets attacked by terrorist groups, mostly non-state actors backed by Iran. Neither Iran nor these groups have nukes, so your comparison is a nonstarter. Pakistan has nukes and is also an unstable country run by very corrupt generals. For that reason, India has been very careful how it deals it.

Russia, a massive military and nuclear power, is not launching a few random bombs at Ukraine. It's in the middle of a massive air and land attack against Ukraine. Objective? To take over the country, change its government, and bring it under its sphere of influence. That is not what Israel or Pakistan has faced. And that is exactly what you need nukes for.
