That is one way to understand it, but let's look at the word of God as a whole, not just one or 2 verses, to know God's plan concerning marriage.

Marriage Was Commanded at the Creation

The very first commandment God gave humanity involved marriage and family.

Genesis 1:27–28

“So God created man in his own image… male and female created he them.
And God blessed them, and God said unto them, Be fruitful, and multiply, and replenish the earth.”

This commandment requires a man and a woman united in marriage, because multiplication of the human family requires that covenant relationship.

Genesis 2:18

“It is not good that the man should be alone; I will make him an help meet for him.”

God Himself declared that being alone was not good, and therefore created woman and established marriage.

Genesis 2:24

“Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh.”

God never said we should not marry Jesus was addressing his future corulers who will be taken to heaven along with him during their resurrection, these people will no longer have human bodies so they won't possess male or female features where they are going {Luke 20:34-36} such ones could start their journey now while they are still humans by rendering their features dead so that they can focus on their heavenly journey! Matthew 19:10-12
They are called "BORN AGAIN" because they are already waiting to put on their new nature which is no longer human bodies {1Corinthans 15:44} when they are resurrected they will become spirit creatures and off to heaven they will go to meet Jesus who has also become a spirit in heaven! 1Corinthans 15:45

But as for the rest of faithful servants of God they will live forever in Paradise on planet earth as humans having the male and female features just as God has purposed for mankind in the beginning!
