They are only to shoot when within firing range, where they too can be fired upon, hence the self defence matter.

He was very explicite; "we have bigger guns that have better reach. " as a soldier you do not wish to be caught without any ammunition hence him saying reserve ur arms. The enthusiasm part is easy... most of those guys u see there may not come back home or best scenario may come back maimed, now who in Nigeria is enthusiastic about that?

I totally agree . If you watch some of the clips of boko haram attacks , our troops just squeeze trigger like they are Rambo . No tactical training . In some you see commanders shouting for them to stop shooting . You can take fire and know when to do counter offensive . When you are being attacked , you don’t know much about their positioning . You first take a defensive position and save ammunition . Once you have a clearer view of the situation , they you can launch a counter offensive .
No be everything be religious conspiracy theories . Lastly the troops need better intelligence and military support around them while under attack . The army also needs to fish out spies and off them .

Wrong choice of words to convey tactical instruction.

The person who provided the summary in the opening post is no different from a stark illiterate.

The commander never said do not fire at boko haram because they have better weapons. He said conserve your ammunition so that the artillery - which are the more powerful guns he referenced, should clear the enemy positions.

This is because the enemy positions at this point were out of range of their rifles, but the artillery could shell them effectively at that range.
