Perhaps the word 'receive' is not appropriate in this context.

Whenever a governor travels with the president to meet with a foreign government, it means some of the issues that will be discussed pertains to his state.

It could be security, investment, transport, mining, maritime etc.

However, may be because they didn't travel together and Sanwo-Olu actually arrived ahead of the president, he felt it necessary to be part of his welcome train.

We will see Sanwo-Olu in the meetings in the coming days and even their agenda is always public.
We can then judge whether he went to work or play.

Till then let's not fret over semantics.
