I've always wonder why we always have to rent or buy a public static I.P address. Who own them? who creates them. I've also noticed that even the big internet service providers do rent it from one hosting company abroad then they sublet it to you.

The first time I realized this limitation was when I tried to personally host my own microsoft sql server on a private server at the office because i was paying too much to hosting companies at the time. I got all the ms sql server configuration right but I needed a public static I.P address to be able to have access to it globally and connect to the apps. So the entire Idea of not having to pay for my own database got defeated. If i have to pay for I.P then i could as well pay the hosting company to host the entire database.

I did a quick research and I got to know that all public I.P addresses have been bought by Americans and Europeans long time ago and Africans where not part of the deal. So we would always have to rent it. But why can't we just create new ones for ourselves

Or maybe I'm not vast in the networking sector to understand how it real works, but I'll really like to know how to create a public I.P address that can belong to only me and no other person uses it. 192.38.499.399.59 or can I just pick a long number with the hope that no other person would use it then make it public, just like how domain name is. Though i would say I've not tested the limit before or I've not tried enough.

Anyone with the idea of how this works?

I thought this problem was only particular to Nigerian ISPs?
Always thought foreign ISPs had static IPs which makes them able to pinpoint what a particular user is doing with their network, eg downloading torrents etc. Is that not the case?
