The military fights WARS, not crimes.
The military fights enemy combatants, not criminal elements.

Once a nation cannot differentiate between the two it is termed a failed state. A failed state in also one in which institutions have deteriorate to such dysfunctional levels that their primary objectives have been lost or completely compromised.

It is the total collapse of the policing system by the absolute lack of capacity to maintain law and order, to detect and investigate crime and to craft strategies to contain crime through standard practices that has led to the failure, necessitating the military's involvement in what is purely civil and criminal matters.
