Firstly, there was no sensible reason for the 1999 constitution to have given a president such powers on an electoral umpire that was supposed to determine the fate of the party of the president!

The president's party is involved and you expect the president to be non partisan in the selection of INEC officials?
This can be likened to mancity being given the powers by the English premier league to determine and appoint referees for all fixtures including theirs!

Lastly to your point, the moment the electoral system have been cleared of all the political influences, their independence will fully be restored!

In order to further strengthen the electoral system after removing the power of political office holders esp the president,an 'independent council' should be setup with the sole power to appoint and select INEC officials including the chairman!
Okay, let's take for the national assembly as an example.
No Senator/Representative was selected by the president, all where voted in by their constituent.
Imagine what happened in Rivers State, where at first, the house rejected the state of emergency, only to suddenly make a U-turn and approve it, just because Dollars changed hands.

Every system here is dishearteningly corrupt.
An independent electoral arm would still collect 50 Billion naira allocated to them for renovation of their office, share it among themselves and vote in The President's preferred candidate.

Come on bro!

2027 elections should carry the hashtag

#letinecdecide
If there are no structural reforms, then let INEC vote for us .

Who then should select, appoint or fire INEC chairman?

How do you solve the issue of conflict of hierarchy and political alignments among the electoral officers?

Even at that, won't he/she get approval from Senate, an arm of government that you and I know that is highly corrupt?

How would you check his/her assess in carrying out their duties since they are answerable to no one?

How do you prevent the issue of bribery and favouritism in this institution?
There are two ways this can be done!

Before I go into them,we must all agree that the present system where the president is given the powers to select, appoint and sack INEC officials was unintelligent and illogical!
How would you expect a president with such powers on an electoral umpire to be non-partisan?
It's like the English premier league making a club like Manchester united or Chelsea to determine the match officials for each fixture including theirs!
Would you expect manutd to be non-partisan in their selection of a referee for their own matches? I highly doubt it!

Now back to the questions you raised about who selects, appoints and sacks the INEC chairman, there are several options but for me,but the two alternatives I'm suggesting will provide a transparent and credibility in the selection of INEC officials including the chairman!

1. An Independent Electoral council or Panel
An independent, non-partisan panel could be established to handle the selection and appointment of the INEC Chairman. This panel should include representatives from diverse sectors (e.g., academia, labor unions, religious bodies, student unions and private sector) but exclude active politicians or government officials. The panel could operate under constitutional guidelines to ensure merit-based appointments and removals. This idea aligns with calls for reducing executive control.

2. Public Election or Referendum:
A more aggressive approach involves electing the INEC Chairman through a public process, similar to how some countries select certain public officials. This could involve a nationwide vote or a selection process managed by an independent body. However, this is logistically complex, costly, and unprecedented in Nigeria’s context, making it less feasible without significant reforms.

Finally, the goal of this electoral amendment is to ensure transparency and credibility in our elections and it can only be a possibility when the electoral system is sanitized of any influence from political office holders both for the federal, state and LGA!

What is the problem with this Nigeria? If the president can appoint the national head of INEC he has indirectly appointed the state REC.

The national assembly which is made of senators and house of rep members is a product of the faulty electoral system where the presidency is in control of INEC!
This explains why most of them became subservient to the executive knowing that their fate ultimately lies in the hands of the president who has the powers to determine if they win or lose in their respective elections!

Our goal as citizens is to ensure that the electoral system that will produce these national assembly members are transparent and credible!
That can only be achieved if an amendment is made to take away the power of the president or any political office holder to determine the selection and appointment of INEC officials including the chairman!

Good

An electoral empire should not be subject to the president.
.. even a law should be amended in the electoral act that the INEC chairman should be appointed by INEC...not appointed by the president ...

Did they propose amendments to the existing electoral laws to:

Allow the uploading of election results from polling units directly to the INEC IReV portal?

Remove the President’s power to appoint the INEC Chairman?

Ensure that the INEC Chairman comes from the southern region if the sitting President is from the north, and vice versa?

Guarantee that all electoral disputes are resolved in court before elected officials are sworn into office?

Establish an independent and alternative source of funding for INEC?

These are the real issues they should be addressing.

We will take them seriously after that!

Will Tinubu allow this to happen?
INEC is supposed to be an independent body
Devoid of any influence from the presidency, judiciary, legislature and the executive, same as the judiciary

''Ahead of the 2027 general elections, the Independent National Electoral Commission (INEC) is proposing amendments to Nigeria’s electoral framework that would strip the President of the power to appoint the Resident Electoral Commissioners (RECs).

The proposed change would instead give the commission power to make this appointments, though with a different nomenclature to be known as State Directors of Elections.''

THE INEC'S PROPOSAL IS TANTAMOUNT TO REPLACING AN INDIVIDUAL DICTATORSHIP WITH AN INSTITUTIONAL DICTATORSHIP, WHICH IS STILL COUNTERPRODUCTIVE AND FULL OF FALSE MOTION WITHOUT ANY FORWARD MOVEMENT. I SUGGEST NEITHER THE PRESIDENT NOR INEC SHOULD APPOINT THE RECs,

RATHER, AN INDEPENDENT THIRD PARTY SHOULD BE SADDLED WITH THE RESPONSIBILITY TO DO SO, FOR THE SAKE OF THE ACCOUNTABILITY AND TRANSPARENCY OF ELECTIONS. THE RECs APPOINTING AUTHORITY MEMBERS SHOULD BE THE PEOPLE NOMINATED BY THE TRADE AND PROFESSIONAL ASSOCIATIONS IN THE ACADEMIA, LABOUR, AND OTHER PROFESSIONAL BODIES.

THE ASSOCIATION'S NOMINEES WILL BE MORE THAN THE REQUIRED NUMBER SO THAT THE BEST AMONG THEM ARE SELECTED AND CONFIRMED AFTER THEY ARE PROFILED BY THE SECURITY AGENCIES. THE RECs WILL NOT BE CARD-CARRYING MEMBERS OF ANY POLITICAL PARTY, AND NEVER CRIMINALLY INDICTED.

It is even stupid for a president to appoint the inec chairman himself. Was he expecting the chairman to work against him? Ur boss?
Who appointed Attairu Jega? Who presided over 2015 elections, was it not former president Jonathan that appoint him?
