The resolution has failed with:

Two votes against – Russia and China
11 in favour
Two abstentions

With UN vetoes, Russia and China show staunch support for Iran

There were 11 of the 15 members of the Security Council that voted for it, and two abstained – Pakistan and Colombia.

So, with the 11 votes, it would have received the nine minimum votes to pass.

However, China and Russia – being two of the permanent members of the council – have their veto power, and they decided to use it – essentially killing the resolution.

This resolution initially called for Article 7, which would have given member states authorisation to use force to open up the Strait of Hormuz. Russia and China were very much against that. That’s why negotiations went on for so long, and the language was changed.

Ultimately, what was voted on today was a version that strongly encouraged states interested in the use of the Strait of Hormuz for commercial maritime routes to coordinate efforts in a defensive manner. That’s much different from using force.

Bahrain was hoping that this would be enough to get Russia and China at least to abstain and allow this resolution to pass.

The Security Council is very much divided and clearly, Russia and China, with this veto, showed that they are staunch allies once again of Iran and will use that veto power to back Iran when necessary. Russia and China are both saying that this resolution was too strong in condemning Iran.

Go and check breaking news on Aljazeera News, Russia lost over 500,000 soldiers to Ukraine in 2025.

That was when over 20,000 North Korean soldiers Kim Jung Un sent to help Russia fight Ukraine died and reason Kim Jung Un hurriedly used the money Putin gave to him to construct free apartments for the family members of the fallen 20,000 plus North Korean soldiers.

Imagine if Ukraine had 10% of the missiles Iran have, by now, Putin will be in exile somewhere in North Korea hiding.

Russia and China vetoed the resolution despite it being significantly weakened, citing concerns it would tacitly condone military action. The veto means the Council cannot act collectively, confirming what many analysts have long argued — the P5 veto system breaks down entirely when major powers have opposing strategic interests.

THE IRAN-RUSSIA-CHINA ALLIANCE IS NOW FORMALISED IN PRACTICE
A limited number of vessels linked to China, Russia, India, Pakistan and other "friendly" countries have been permitted to cross the strait, while others are blockaded. Russia and China used this very threat to justify their veto, arguing the resolution would give the U.S. legal cover for military strikes.

DIPLOMATIC OPTIONS ARE NOW NEARLY EXHAUSTED
Even if the resolution had been adopted, it was doubtful it would have impacted the war, because it had been significantly weakened. The fact that even a toothless version was vetoed signals that Russia and China are unwilling to allow any UN framework that could pressure Iran, no matter how mild.

BOTTOM LINE
