The Central Bank of Nigeria (CBN) is set to roll out a new set of Bank Verification Number (BVN) guidelines from May 1, 2026, in a decisive move to curb fraud, strengthen identity protection, and safeguard Nigeria’s financial system.

NEW BVN REGULATIONS EVERY CUSTOMER MUST KNOW

Here are five key rules every account holder must understand before the deadline.

1. One-time phone number change

Under the new rules, customers can now change the phone number linked to their BVN only once in their lifetime. The policy targets rising cases of SIM-swap fraud, where criminals take over phone numbers to gain access to bank accounts.

Customers are therefore advised to link their BVN to a secure, long-term phone number—preferably one already tied to their National Identification Number (NIN).

2. BVN registration is now strictly 18+

The CBN has set 18 years as the minimum age for BVN enrollment. This means minors will no longer be allowed to hold independent BVNs. Instead, parents and guardians must rely on structured banking products designed for children to manage funds on their behalf.

According to a report by Vanguard, the move is aimed at tightening identity verification and reducing misuse of financial identities.

3. 24-hour fraud watchlist window

Banks are now required to place any BVN linked to suspicious activity on a temporary 24-hour watchlist.

During this period, affected accounts may be restricted or frozen while the bank contacts the customer for verification. The short-term freeze is designed to prevent fraudulent transactions from moving funds beyond recovery.

4. One device per banking app

In another major shift, mobile banking apps will now be restricted to one device at a time. Logging into your banking app on a new device will automatically deactivate access on the previous one and trigger additional authentication checks. This step is intended to block fraudsters from accessing accounts across multiple devices using stolen login details.

5. ₦20,000 transaction cap on new devices

Customers activating their banking apps on a new device will face a temporary transaction limit of ₦20,000 within the first 24 hours. This restriction acts as a safety buffer, ensuring that even if an account is compromised during setup, the amount that can be moved is significantly limited.


WHAT CUSTOMERS SHOULD DO BEFORE MAY 1

With the new rules set to take effect soon, customers are urged to take proactive steps to avoid disruptions:

Confirm your BVN-linked phone number: Ensure it is active, secure, and permanently yours.

Update details early: If you must change your number, do so before the deadline to avoid being locked into the one-time limit.

This rule is nonsense. As much as it makes sense, it is not a long term thinking. We do not have permanent phone numbers. The number tied to my NIN can expire. People can and should have the right to change numbers any number of times they want. Nigeria should decide whether they are using NIN or not. A phone number should not be a personal identifiable number, it is even dangerous. The other time Minister of Interior under Buhari said no passport without NIN. Now, CBN wants to limit your BVN with NIN and OTPhone number. Let's stop making life more difficult for the average Nigerian.

Edit: A phone number is not an identity number and should never be tied to an identity. It is something you have, not something you are. There is no law that insists you must have a phone number for your bank account.

Op,I did my bvn the first time it was introduced,but the phone number I registered with then has been lost, the sim card wasn't even registered then because there wasn't compulsory sim registration then.
What I wanted to know is that will the number linked to my bvn have anything to do with my day to day transactions with my bank,I mean for alerts or otp or password change.

You shouldn't. We have too many data points and it's unnecessary. Don't forget why they brought BVN. Just last week, INEC too wanted to revalidate our PVC which will render it from being permanent. Nigeria needs to fix its ID system and stop doing it in silos. Minister of Interior will have his own idea, CBN Governor his, Finance theirs, Defence theirs etc. Have you thought about someone who does not live in the country and has a BVN?

We were told that with BVN, financial crimes will be reduced to zero. That didn't happen. Crime keeps going higher and higher
Later we heard that with NIN, no crime relating to account numbers and phone numbers. That it will end Kidnapping and no more phone related to phone calls.
We did NIN, yet kidnaping and others skyrocketed.

When will you regulators keep to your words?

Best thing to do is visit the bank where you did BVN and change the number there to your current phone number. Case closed.

What happened to banking authentications? what happened to two factor authentication??

The only thing that kinda make sense is the fraud watching or monitoring, flagging transactions that seems fraudulent until explanations are giving but even that one too is often weaponized.

This will put an end to those who use others pin number.

I lock my sim on my phone. While my banking apps are in a separate phone without sim cards. If I want to use my apps to make a transfer I know what to do even though this fraudsters are getting wiser. because they know you will use Pos.
