China is buying up oil in a crazy manner because it is cheaper now to buy and conserve their own. Besides, it is using the oil trade for strategic alliances, a leverage US does not have as a major seller of crude oil.

Finally, China is the manufacturing hq of the world, there is no way shutting it down does not harm Trump himself. That was why he lost the tariff war with China.
