Lagos Sanitation: Forceful Restriction Of Movement Illegal - Ebun Adegboruwa by iwaeda(op): 7:35pm On Apr 25
Senior Advocate of Nigeria, Ebun Adegboruwa, has described as illegal and unconstitutional the directive of the Lagos State Government for citizens to stay indoors on the last Saturday of every month.

In a press release made available to journalists, he said that in the forceful enforcement of the directive, the government deployed all its arsenals, including law enforcement agencies, LASTMA, health officers, and even ‘area boys’ to harass, intimidate, and threaten innocent citizens from the lawful exercise of their fundamental and constitutional rights to move freely during the sanitation exercise today.

According to Adegboruwa, the government claims to rely on a particular health law of 2017, which it had refused to publish or make available to the public for confirmation and scrutiny.

“For the avoidance of any doubt whatsoever, there is currently no law in force in Lagos State which permits the government to restrict the movement of persons for the purpose of enforcing monthly environmental sanitation,” the senior lawyer said.

He, therefore, challenged the government to publish such a law, if it exists at all.

For him, a megacity like Lagos does not need to force citizens indoors for two hours in the name of sanitation if the government gets its acts together for positive policy direction and implementation.

He also described as archaic and anachronistic the claim of the government to position the state for global recognition and to, at the same time, cling to what he called the relics of dictatorial policies of the inglorious military era and discarded methods of cleanliness which are not in tandem with best global practices.

The SAN concluded that a government voted into power by the people should not turn around to deploy brute force to compel the people into submission and to abuse state power to oppress the people and keep them indoors against their will.

The Lagos State Government had directed residents across the five divisions of the state to remain indoors and participate in the monthly environmental sanitation exercise scheduled for Saturday, April 25, between 6:30 a.m. and 8:30 a.m.

The Commissioner for the Environment and Water Resources, Tokunbo Wahab, urged residents to clean their surroundings and clear drainage channels in front of their homes before proceeding with other activities after the exercise.

He explained that the reintroduction of the monthly sanitation exercise followed sustained calls from residents advocating for a dedicated time to maintain cleanliness in their communities.

The commissioner also said that the exercise had not been nullified by any court pronouncement.

Let's be sincere. Nobody will die if their movement is restricted for just 2 hours for the purpose of environmental sanitation.

Back in days when the sanitation exercise was still in force, and I'm in Lagos, I observe the city looks cleaner with a breathe of fresh air.
Everything no be work work work.

If you did not take care of your environment and there is epidemy . We will all be forced to sit down at home like the time of corona virus. And we will blame the government.
Now the government is asking us to do it. You are quoting law.

Atiku is naturally a greedy politician, if it's not him in forefront, then it must not work. He may even frustrate you. That's why He's been losing back to black on Presidential election. Most times you only need to help push someone to succeed, Wike knew this trick and took advantage. It'll be more advantageous for him to push someone than to come out again!

I could recall sometimes ago that a High court declared as null and void of restricting the movement of people during the monthly sanitation in Lagos. The was never appealed by the Lagos state.

I have always considered the idea of staying indoors for sanitation as one of the most archaic remnants of the military regime eras that serves no real purpose in modern-day Nigeria.

Did you know Lagos has hundreds of personnel in sanitation agency? And these people are empowered to arrest anyone who his/her home, office or market place is dirty anytime & in any day?

Just like police can arrest anyone in any of the week for offence, the same way sanitation officials can go after anybody who refuses to clean their surroundings.

The problem of Nigeria government is that, they will not correct their own errors/inefficiencies, but instead push it for masses to suffer.

Just the way, govt weak to supervise subsidy from few privileged, but prefer to suffer majority. Meanwhile, for people like you, who already accepted your own fate and ready to comply with whatever policy govt bring, even if it go against international standards, Nigeria will struggle to come out from evil leaders.

You shouldn't wait till end of the month to be clearing the grass in your house. Always clear your grass whenever you are free. Don't let it get bushy.

People should always keep their houses clean at any time of the day. They don't need to wait for environmental sanitation day to do it.

If I were to be the Lagos State Governor, I would have done things different by sending taskforce out every last Saturday to arrest and lock up anyone who's environment is dirty and then pay heavy fine to get bail.

You don't enforce but restrictions, you enforce by inspections. Not everybody must do it on that particular day. The point is, when you are due for inspection, if your environment is found wanting, then appropriate sanctions can then be meted out.
