Normally it should be Ben Kalu. He is in the executive of the Reps and wields more influence.
Orji Kalu is just a senator that is close to Asiwaju.
But based on Tinubu politics, na who he pick go lead.

Example: in other states, the governor is the political leader, but in River's state, Tinubu said Wike is the leader of both APC and PDP (rainbow coalition). So what power does the the governor wield?
