There can be two grids in Nigeria with a local solar grid under the LGs


Take Ijesa with six local governments for instance, the whole place can be powered with 330MW during sun up and the installed capacity can be scaled up as demand increases

One 33kw mini plant without batteries can produce at least 165kwh of electricity per day and that can serve up to forty houses when the sun is shining.
The current cost of setting up a 33 Kw solar plant is around 15 million naira according to AI and it is crashing. If production of materials come to Nigeria it will further crash the ptice
Ten thousand units of this 33kw solar mini plant will easily power the whole of Ijesa land including homes and industries for a start
The local governments only need to spend money on prepaid meters and they can transfer the expense to the consumers
The mini plants will be provided by investors who are satisfied with one million naira a year on a fifteen million naira investment. They can even be satisfied with just five hundred thousand naira because they can not get as much returns on an investment in housing. It is important to use only small holder investors in this way because it will be less expensive for the consumers than plants that have to employ people full time

Then Ijesa land and the rest of Osun state can sort out themselves for solar downtime with batteries, hydro, wind as well as pumped hydro without using any fossil fuel at all.

The cost of ten thousand 33 kw solar system is in total 150 billion naira and you are going to get more than 100, 000 people in Ijesa land willing to invest meaning the government will need to screen them

This can be replicated in all local governments across the country with each local government also generating power for sun downtime according to their local resources. I think local governments should be the tier of government in charge

Above all, all universities should seek for sponsors of research into energy storage

If power plants are built as public infrastructure and not something that must pay back what was invested in it within a certain period then it can be possible for other renewable sources to take care of when the sun is down and it may even be cheaper than energy storage

I think many rural communities outside the major urban centers can rely on mini-grids or standalone solar systems. Beyond the high initial cost of power generation plants, the expenses involved in transmission and distribution make centralized supply even more costly. With mini-grids, rural areas can be served independently, allowing the main grid to concentrate electricity where demand is highest. Besides, I don’t believe Osun State’s total daily electricity load is up to 300 MW.

Why don't you believe? If there is constant electricity, Osun will consume 1000MW at least. I was not referring to Osun but only Ijesa land of six local governments which will be more than one quarter of Osun state

Ten thousand solar power plants across six local governments is a power grid. It does not have to be a few plants before it can be called a grid. All connections will be metered and any bypass will be illegal, so it is not different from any other grid.

They will do it. They have been focusing on large plants and those are expensive. If they use the method described and then focus on other renewable sources, they can solve the power problem in months

Summary

Local governments should take over disco functions in their territories for solar only. They should invite investors for mini plants of 33kw which will produce 170kwh per day and can serve up to thirty homes. Thousands of these plants in any local government will guarantee twelve hours of power everyday while the other grid takes care of the rest. People can also use batteries. Nobody should be allowed to use solar independently and ninety percent of money collected by the local government discos should go to investors. Nobody should be allowed to meter on their own but they can monitor their consumers. Local governments just need to install software and distribute meters
