Nigerian Government Issues Fresh Fuel Import Licenses To Petrol Marketers by adenigga(op): 5:18am On May 10
In a new policy shift, the Nigerian government, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority, resumed issuance of petrol import licenses to petroleum marketers.

The licenses were issued to six petroleum marketers expected to import around 720,000 metric tons of Premium Motor Spirit (petrol).

DAILY POST reports that the move is a policy shift from a focus on local refineries, in this case the Dangote Refinery.

Beneficiaries are major oil marketers such as NIPCO, AA Rano, Matrix, Shafa, Pinnacle, and Bono.

NIPCO is expected to import 120,000 metric tons; AA Rano, 150,000 MT; Matrix, 150,000 MT; Shafa, 120,000 MT; Pinnacle, 120,000 MT; and Bono, 60,000 MT, totaling 720,000 MT of petrol imports.


Although the NMDPRA did not officially stated the reason for the fresh licenses, Dangote Refinery has reiterated its capacity to meet local fuel consumption demand. In fact NMDPRA’s recent industrial data showed that the 650,000-barrel-per-day refinery supplied 90 percent of the country’s daily consumption.

Meanwhile, NMDPRA’s recent decision toward petrol imports has stirred concerns among stakeholders.

The development comes barely a week after President Bola Ahmed Tinubu appointed Rabiu Abdullahi Umar as Chief Executive Officer of NMDPRA.

President Tinubu had sacked Saidu Mohammed as CEO of NMDPRA while he was on official duty in Germany.

Banning of import on any guise is a bad policy. Look at what tariff is doing to Nigeria economy and America economy.

There should be competitions.

Even dangote have refused and delay to list his promise stock listing..

I commend him for building that refinery but banning import is not a good policy that will favour our economy.

Look at rice and other commodity. Only a fair competition that can chackmate inflation and pricing.

The Nigerian National Petroleum Corporation has announced that the Port Harcourt and Warri refineries have been successfully re-streamed after a nine-month rehabilitation exercise conducted by its in-house engineers and technicians.

The corporation, in a statement, noted that both plants commenced preliminary production of petroleum products after successful test-runs, adding that while PHRC was ramping up its operation to about 60 per cent of its 210,000 barrels per day capacity, WRPC production was projected to hit 80 per cent of its installed 125,000bpd capacity.

The NNPC said the Port Harcourt refinery was projected to boost the nation’s local refining capacity with a product yield of five million litres of petrol per day, while Warri refinery would contribute 3.5 million litres of petrol.

Providing insight into the rehabilitation exercise, the NNPC noted that it had to adopt the phased rehabilitation strategy after the Original Refinery Builders, who were initially contacted for the project came up with unfavorable terms.

It said, “Though a decision was taken in 2011 to rehabilitate all the refineries using the ORB of each of the refineries, we were impelled to switch strategy after the ORBs declined participation and nominated some partners in their stead who came up with outrageously unfavorable terms.”

The NNPC stated that the nominated partners, as sole-bidders, came up with humongous price offers after two years of thorough and exhaustive scope of work definition and price negotiations.

It added that the proxies were also unwilling to provide post rehabilitation performance guarantees.

The corporation said, “The phased rehabilitation strategy which entailed phased and simultaneous rehabilitation of all the refineries using in-house and locally available resources in line with the spirit and letter of the Nigerian Content Law, also involved the use of Original Equipment Manufacturer representatives to effect major equipment overhaul and rehabilitation.”

The national oil firm said the phased rehabilitation programme, which started in October 2014 after the required funding stream was established, created a 70 per cent reduction in costs which helped largely in mitigating the financing challenges of refinery rehabilitation.

It observed that with the successful re-streaming of the PHRC and WRPC, attention has now moved to the 110,000 barrels per day Kaduna Refining and Petrochemicals Company which was billed to come on stream soon.

The PH Refinery ships its first export of petroleum products to Dubai.
The company is expected to load the cargo in the coming days onboard the Wonder Star MR1 ship, signalling the commencement of operations at the plant and the exportation of petroleum products.

The ship will load 15,000 metric tons of the product, which translates to about 13.6 million litres.

Although the volume coming from the NNPC into the global market is still small, the development has the potential to impact the Very Low Sulphur Fuel Oil (VLSFO) benchmarks in the future while changing the market realities for Atlantic Basin exporters into Nigeria and other regions.

The sulfur content of the export by NNPC stands at 0.26 per cent per wt and a 0.918 g/ml density at 15°C, according to Kpler, a data and analysis company.

The cargo was reportedly sold at an $8.50/t discount to the NWE 0.5 per cent benchmark on a Free on Board (FOB) basis.

Kpler reported that the development would help displace imports from traditional suppliers in Africa and Europe, as Nigeria’s falling clean product (CPP) imports are already decreasing, dragging imports into the wider West Africa region lower as well.

That drove away investors from investing in refining. Dangote took a great risk to take up a licence to build that his refinery under subsidy regime. He was one of twenty or more licences..out of which five others got busy, the rest just dey there (BUA has since joined the fray).

You Nigerians who shout for subsidy, you don't know that subsidy prevents anyone from investing in refinery. That is why I do not support tinubnu despite his removing subsidy, because in 2012 he knew this fact , yet helped Buhari and company to stop subsidy removal under GEJ because politics. Subsidy means that people who try to build refineries would not see their money back.

Know this, the world bank knew this that is why they told us, as early as 1992, to remove subsidy. Yes they did...because if we had done so back then, by now we would have had more refineries, and all the NNPC refineries would still be working. We would have been like an export hub for many of our fellow African countries. BUt we said no because we wanted cheap fuel....

When a government tries to make things cheap, it is setting a trap for future generations.

Good. There should be import licenses. We don't want importation, but that should be achieved by market forces, not fiat. The moment you start restricting imports, you're creating a situation that will lead to predatory pricing, which hurts the people.

Yes, market got to do what market got to do. Nigerians have to get used to what other countries , including saner climes are used to. Pure capitalism.

Capitalism is not a fair system, but unfortunately it's the only system that attracts money and investment easily. I wish it wasn't so.

In my dream world, everyone go pay N100 Per liter for fuel today..but that would eat nearly half of our budget with disastrous consequences.

Well, that's also an argument that marketers bring in substandard products to outcompete local refiners. So regulatory oversights must be tightened.

Ghana has crude oil, as does Niger.Ghana is selling fuel at N1925 per liter. Niger is selling at N1216 per liter.

Togo is also buying a lot of fuel from Dangote refinery right now.

Finally having a refinery at home does not mean cheap fuel. Crude oil is expensive to extract...and refine to standard. Plus , Dangote refinery is competing internationally. (I have seen oil workers in Nigeria apply for foreign jobs....). Add taxes, and the cost of your fuel is bound to be high.

That’s how healthy competition works. Dangote Refinery will simply study the real cost marketers incur importing fuel; landing cost, shipping, duties, transportation and forex risks, then offer a slightly cheaper and more convenient local alternative.

For marketers, it becomes a business decision: buy imported fuel with all the stress and extra costs, or buy locally at a better margin. In the end, competition benefits consumers through better pricing, stability and value for money.

Nigeria is leading African oil producer with 1.9m bod while Ghana has 180k bpd, we're incomparable.
