Here is what started the whole controversy.

Years ago, the tax returns of Donald Trump were leaked to the media.

In the United States, tax records are supposed to be highly confidential. The IRS (America’s tax agency) is not allowed to expose them publicly.

A contractor working with the IRS illegally leaked Trump’s tax information to news organizations. That leak became a huge political scandal because people could suddenly see details about Trump’s income, taxes, and businesses. The contractor was later criminally charged and sentenced.

Trump sue the government, He argued:
“The government failed to protect my private tax records.”So he sued the U.S. government and originally demanded about $10 billion in damages.

His argument was basically that the IRS had a duty to protect his records,
They failed and his records where leaked, and that had harmed him politically and personally.

Normally, when the government settles a lawsuit: the person suing gets money directly, or the government quietly pays compensation.

But this case became very unusual.
Instead of:“Here is money for Trump,”
the reported agreement became:
“Create a massive fund for people who claim they were politically targeted by the government.”

That proposed fund is around $1.8 billion.
