NNPC Accuses Dangote Refinery Of Trying To Monopolise Fuel Market by frog12(op): 8:56am On May 23
Nigeria’s state-owned oil company, the Nigerian National Petroleum Company Limited (NNPCL), has accused the Dangote Petroleum Refinery of attempting to monopolise Nigeria’s fuel market through a lawsuit seeking to restrict fuel import licences granted to rival marketers. According to court documents, the NNPC, in a proposed defence filed before the Federal High Court in Lagos State, argued that granting Dangote Refinery’s request to void or limit import permits issued by the Nigerian Midstream and Downstream Petroleum Regulatory Authority would expose the country to fuel supply disruptions, price instability and threats to national energy security. Dangote Petroleum Refinery had, in April, dragged Nigeria’s Attorney General to court, challenging fuel import licences issued or renewed by the NMDPRA to fuel marketers and the NNPC.

The refinery argued that the import permits undermine local refining efforts and violate provisions of the Petroleum Industry Act (PIA), which was introduced to reform Nigeria’s oil and gas sector. However, the NNPC countered the claims, insisting that Nigerian law permits the issuance of import licences to companies with local refining licences or firms with established records in international crude oil and petroleum products trading. The oil company further argued that regulators retain discretionary powers to manage fuel imports under Nigeria’s backward integration policy and that there is no absolute ban on fuel imports except where there is proven sufficiency in local supply.

According to the court filings cited by Reuters, the NNPC also faulted Dangote Refinery for allegedly failing to provide “credible, independent or verifiable evidence” proving it can satisfy Nigeria’s nationwide fuel demand without interruption. The NNPC additionally denied allegations that it deliberately frustrated Dangote Refinery’s operations or withheld crude oil supplies from the company. It maintained that crude oil allocations are determined by operational, commercial, security and logistical considerations. Dangote Refinery declined to comment on the matter, citing the ongoing legal proceedings. Fuel marketers are also said to have opposed Dangote’s lawsuit, warning that restricting imports could weaken competition and threaten fuel supply stability across the country. The Federal High Court is expected to hear the case in the coming weeks.

Why don’t they get their acts together, sell off the scraps and move on. Let’s not forget they recently tried to increase their stake in Dangote refinery and he refused. We must boost local refining o, by fire by force.

I don't understand why Dangote wants fuel importation into Nigeria to be totally banned

If every country with refineries start banning importation of Fuel,will he like it?

Base on our experience with Cement and Rice, I'm totally against the ban on importation of Fuel. it will give room for Dangote to dictate the price, if importation was not banned, there will be a price war between the Importers and Producers which will favour Nigerians

Banning importation will really weaken competition

This is like trying to modify a Toyota Camry 1998 into a Benz E-Class 2025 it won’t work. The rational thing is they have a refining license, with exemption for storage tanks and some process piping they should just overhaul the entire refinery to a new one. That’s what I meant. The refining process and current capacity is outdated. They should just scrap it.

It can't be overhaul to a new one. It will cost more compared to just building a new refinery.

Some work can be done that will make the refinery work.

When NNPC practically controlled the downstream sector, what exactly did Nigerians gain from it? Years of corruption, opaque subsidy payments, endless fuel scarcity, and import dependency despite being an oil-producing nation.

Now that a local refinery is trying to reduce that dependency, the same system suddenly remembers “competition” and “market stability.” They should go and sleep abeg.

I am with Dangote on this. NNPC is relying on those who wont bother to read our country's regulations. Import should only be when Nigeria's local suppliers of fuel are unable to meet demand. That is not the situation currently according to Dangote.

If they have genuine intentions they can make those refineries work.


The best thing to do is sell it to private firms and not outright scrapping.

Nnpc is just too corrupt for the refineries to work... it's not the refineries themselves that is the problem!

You only monopolise the product you have an absolute adavantage over. As in Dangote refinery, he's the only refinery refining crude oil currently as far as I know. No competitors and that's a natural monopoly been handed to him by the Nigeria ineffective government. It's not Dangote's fault but the ineffective government and leaders in all departments of Nigeria economy. Don't be envious of a man that has passed you by already, just focus, re-strategize, stop stealing and be serious with the mandate the Nigerian people have given to you.....

No other country will tolerate this.
A business man wakes up in the morning, and tells us that he has added so so money to the pump prices of petroleum products actoss a country of over 300 million people, and we accept that.
That should be the role of the government but somehow, corruption has made the people in power to surrender Nigerias oil industry to all these shady characters..
