How can there be fiscal autonomy when the state machinery to govern and administer has been disbanded and collapsed into the Federal civil service?

All regional tax generating offices were disbanded and collapsed into the federal inland revenue service which means the military dictatorship was now collecting and imposing taxes on the people without any consent or representation on how they are taxed and what that taxed money was used for within their regions.
