Ghana says 80 percent where legally in the country and working. That's him saying 60 where illegal.

Issue is that it does not matter what Ghana has as legal. Home affairs flagged them as illegal.

This may because they have not being do the paper work in south Africa. They may of been legal 5 years ago but now they illegal.
