Even at your 220-230 claim it's still not up to 30% with the 197 official rates. Meanwhile note that you're actually disputing figures from CBN website and still your maths is not adding up. To get a 30% gap from 190, you'll need the parallel rate to be at 247 while you're here claiming 230. This simply shows how poor you are at maths and here you're disputing CBN figures
