Sorry to disagree with you, that is not all they can do. By now religious bodies should have formed a serious forum and stood their ground requesting for establishment of security apparatus of their own to protect their people during gatherings.
After the political powers the next level of power that is recognized are the religious powers. So they have a say. And their say is not just prayers.
