Don't you first have to first be in a war? In US it is Congress that declares wars. Trump had 60 days to play around. Now his 60 days are over and he can only take preemptive and defensive action.
Of course Venezuela is much smarter than Iran. All their military is intact. All their infrastructure is intact.
