Knowing that the USA has a travel ban on Somalians, it should either have assigned him to matches to take place in Mexico or Canada, otherwise made a special consideration for him or not contracted him at all.

Because they wanted to milk profits from America. Even if Americans pay $5 for a sports they don't like, they will make more money. They know what they are doing. The main host is US just as the main host for the next one is Spain, not Morocco or the other countries. Countries are also now getting wiser about hosting the World Cup because FIFA has many strict conditions that helps it make money but doesn't make much sense to the countries hosting.

For FIFA to call it 104 SuperBowl games tells you all you need to know about their intentions. After the Russia 2018, the US came for them but after this edition, I am very sure the Europeans will take this back from FIFA. The only reason it is still going on is that Trump and Infantino are friends because Europeans will normally not go this far although their own hypocrisy is televised on another channel. I don't think Infantino will be able to win the next election even if he keeps increasing the money to FAs. It's not so important to Americans. America is the world and that's what the government tells them. That's why they call their games world series. A tournament between America and Canada can be called the world cup. That's how the government controls them. In some cases they have a point because of the money but we all know it's a geographical joke.

Fifa is responsible for this. They are the ones causing the problem and not the US.
The US made it clear that they will not be accommodating some people and will not guarantee the safety of some nations and a lot of things which is more than enough to strip any country the hosting rights yet FIFA took no measures.
If other nations try what US is doing to football I am sure they will be sanctioned and hosting rights withdrawn from them.
