@Gbadexy and other painters in the forum. What is the solution for a badly done screeding all over the exterior wall of a building like the attached picture? Does it require sandpapering everywhere before painting or I should just pay a Screeder to scrape the whole building and redo the entire wall? The person that did it used a lot of putty and also messed up the wall lines in the artwork covering some of the lines with putty.

I'm not a painter but paint and allied products producer.
This would be sandpapered during painting. They should have smoothened the final coal all over to remove those parts the throwel stopped.

How does p.o.p offer fire retardant property?
The raw powder is the anhydrous form. When water is added to it, it soaks the water and thickens. The particles take up water and bind with it to form crystals.
It is the swelling and tightening together of the particles that gives it its strength and bonding effect.
The water is physically bonded and won't dry out when dry.
However, when exposed the fire, it releases back the water of crystallization to cool the surface and lower surface temperature for burning. After releasing the water of crystallization, the powder loses the volume, tightening effect and bonding and may fell apart.
The regal fire retardant coating would also release higher water of crystallization and form a high temperature resistance coating holding them together. There are multiple different components working in synergy and designed to withstand high temperature and this would help prevent or limit structural damage to the building.
