If the ticket does not have name on it, and you do not require evidence of purchase. I doubt if he could trust those Italian lawyers to do right by him. Which account his he going to receive his own share? Once the money hits the proxy account, what stops the proxy and his lawyer to fasten up his depotation? Now that he has permit it will be a legal battle to established that he was qualified to enter the lottery when he did.

Then they go into negotiation from a wider pool of people to get a proxy to claim the winnings for a stipulated fee and gift the rest to him (not a percentage of the payout but a one-time fee, this fee can be 10,000 or even 1 euros depending on person). In this negotiation he clearly has the upper hand, and is not limited to his Nigerian, desperate circle. He can go with with a homeless citizen or even the lawyer's colleague.

Collecting winnings by proxy is not illegal, it is a strategy for privacy, financial administration from onset and all the other benefits. People collect winnings through shell companies, trust funds or anonymously unless the lottery board restricts such usually for marketing reasons (so that the hopeful public doesn't believe that the lottery agency is giving money to fake people or insiders).
