A SaharaReporters' review of the Nigerian 2026 budget document has shown that the National Orientation Agency plans to spend N252 million to "sentisise Nigerian Youths Against Japa Syndrome."

According to the document, a sentisisation programme on available opportunities in Nigeria against JAPA in Kebbi State is expected to cost N77 million.

Further review shows that 'training for youths on the opportunities in Nigeria against Japa Syndrome in Calabar municipal /Odukpani federal constituency, Cross Rivers State is expected to cost N35million.

Another sum of N140 million was budgeted for 'youth sensitisation program on available opportunities in Nigeria against Japa Syndrome in Owan federal constituency."

In total, a sum of N252 million is planned to be spent across the three locations.

Other budgetary items include a sum of N3.5 billion for "sensitisation against drug addiction, female genital mutilation and domestic violence against women and children in the North West Nigeria".

The agency also budgeted N350 million for sensitisation and enlightenment of primary and secondary school students on the 'basic duties and responsibilities of citizen, civic and political education'.

In October 2025, the Nigerian Federal Government launched a comprehensive sensitisation programme against irregular migration, flagging a N110 billion investment fund as an incentive.

Delivering a goodwill message at the Youth Creative Conference in Abuja on “Silencing the Guns, Tomorrow is Now,” organised by the Ministry of Youth Development with the support of the African Union (AU) and the Economic Community of West African States (ECOWAS) at the weekend, the Minister of Budget and National Planning, Senator Atiku Bagudu, pleaded with youths to stop illegal migration to other countries, stating that the government had put measures in place to empower them.

In September 2025, the NOA Director-General, Lanre Issa-Onilu, was quoted as saying that there were plans to reach at least three million Nigerians daily in its third-quarter nationwide sensitisation campaign.

The Director-General disclosed this during a press conference in Lokoja, the Kogi State capital. He was represented by Mrs Margaret Yenemi.

Issa-Onilu said the campaign would focus on five thematic areas, including government policies and programmes, flooding and disaster management, national value reorientation for students (particularly against extreme “sign-out” practices), national security awareness, and the Nigerian identity project and national symbols.

“In these five areas of concern, we intend to sensitise three million Nigerian daily," the agency stated.

Rather than the govt discouraging japa, they should promote legal means of japa and advise our people how to behave when outside the country. India ALWAYS does its best to include human migration/skilled visas in every trade deal it negotiates with other countries. How many jobs you wan create for the teeming population? So, send them out there so they send remittances. Admit enough students into medical schools and fast-track agreements with countries where there is a dearth of medical professionals. Barbados gets nurses from Ghana and soon from Kenya. 1 Barbadian dollar = 50 US cents. Barbados is 90% black.

Hmm, I was at NOA headquarters in may and April of this year, for a collaboration on a symposium out think-tank was organising with them and the FG, and you needed to hear how the top directors were lamenting and telling us gists of how their agency is underfunded and they are not enjoying any perks like other revenue-generating agencies. Even their offices looked under furnished. Well, we eventually became friends, even though I'm way younger than those three directors. Talking about Nigeria's hardship always sets the ground for mutuality 😂 Funny but true.

Honestly, I find this quite ironic.

The countries Nigerians are relocating to did not spend millions of naira running campaigns to convince people to move there. They invested in creating functional systems, stronger economies, better opportunities, security, and an environment where people can thrive. As a result, people naturally chose those countries.

Now, Nigeria wants to spend ₦252 million sensitising youths against japa. The real question is: are Nigerians leaving because they have not been sensitised enough, or because of the harsh realities they face daily?

Instead of spending such a huge amount telling people not to leave, why not channel those funds into creating jobs, improving security, supporting businesses, fixing infrastructure, and making the economy more attractive? When a country becomes a place where people can build a decent future, there will be less need for anyone to persuade citizens to stay.

People do not run away from opportunities; they run towards them. The solution is not more sensitisation. The solution is creating a Nigeria that people genuinely want to remain in.

₦252 million just to tell youths “don’t japa” 😭

With that money, you can quietly:

train some of them for skills that would make them stop planning japa in the first place

fix one decent skills center per state

or even give small grants so “japa” becomes “stay and earn”


But no… let’s gather them, rent chairs, buy water, and explain hardship to people already inside it.

252M ÷ 37 = 6.8M per state and the FCT.

Train 24 youths in each state and the FCT with 30M (including logistics and miscellaneous). I believe NOA has offices and staff in each state.

Then empower each youth with 250k.

This will cost 222M.

I know 250k is kinda small in this present Naija, but trust me, 250k in the right hands will go a long way.

The sensitization should start from ensuring all children of political office holders should school and receive health services from Public Institutions.

Waste of funds. Most of the money will be looted by the management and staff of NOA to Japa their children.

How many of their own children are in Nigeria.
