Is this how suspected offenders are supposed to be harassed, intimidated, and physically abused in a modern society? How is this barbaric way of treating citizens different from that of bandits and criminals?

It’ll be much better they have very strict requirements for employment for state police.

Least educational qualifications should be HND.

Ensure they undergo serious stress tests that will test their patience limits.

It’ll be counterproductive to make the same mistakes the National police made in recruiting primary school cert holders as police officers.

Some states in Nigeria are even struggling to pay their civil servants

The only state that may be able to adhere to this regulation is Lagos state.

State police for Rivers state and Edo state will be filled with cultists and political thugs, the state police for Kogi state will be filled with kidnappers and highway robbers, the state police for Borno state will be filled with terrorists etc

That takes most states back to level zero.
