That's not what he said at OP. Iran violated the agreement by attacking a ship trying to make use of Strait of Hormuz. The US retaliated by attacking facilities known fir producing weapons in Iran. Iran violated the agreement again by attacking another ship, the United States retaliated.

The only way to completely kill a snake and have peace of mind is when you cut off its head, America knows this and either complete its mission or allow Israel complete it. USA and the world are just postponing the doomsday. Those who failed to learn from History are borne to make the same mistakes repeatedly.
