Are the rebars quoted TMT (Thermo-mechanically treated)? If the quote is for local rod, then that is a potential rip-off.

12mm local rod is between #8900-9200 (new mold)
8mm - #4300-4500 (new mold)

If actually the work will take up 5000 pieces of blocks then 850k is fine for the bricklayer @ a cost of #170 per block.
