That's not what he said at OP. Iran violated the agreement by attacking a ship trying to make use of Strait of Hormuz. The US retaliated by attacking facilities known fir producing weapons in Iran. Iran violated the agreement again by attacking another ship, the United States retaliated.

After the US and UK overthrew Iran's first democratically elected leader in the 1950s, Iran learned their lesson.
