That's why you need proactive leaders and strong and effective laws in place that are enforced when necessary.

Everything falls back to the leadership.

No sensible leadership sits down folds it's hands and says floods are bound to occur.

Drainages would always get blocked whether people deliberately dispose in them or not.

Proactive leaders provide effective waste management systems that ensures people dispose of waste properly together with effective laws and punishment do deter offenders!
