If you empower 250 already existing businesses with 20million naira each , that's just about 5billion naira that you just wasted sharing around. If you condition each of the empowered 250 businesses and you condition them to employ at least 10 people each, 10 x 250 is that not 2,500 new jobs you just created!!!
