they probably want them to learn the hard way. People and organizations know the right channels to follow to get papers and other documents but many people just believe in cutting corners. And cutting corners doesnt always end well.

Policemen guarding a real estate company is exactly the type of abuse of men in uniform the withdrawal was supposed to address. It’s exactly why there are not enough policemen fighting insecurity even in the towns and cities.
