Errr, because they are IN. When an uninvited guest gains access, then he can behave as those invited until discovered. This is commonsense. Once an incident is detected, certain steps are taken to respond to it. This response includes minimizing its impact and performing the root cause analysis of the incident. If i hacked your email for instance, you shouldn't be asking why i was able to send emails to your clients. You should be asking how you were hacked and trying to make sure it doesn't continue.

Don’t make it look as if government officials are stupid, hacking of email and getting in the government budget and into CBN and even getting waivers to recruit staff are not the same thing. Someone inside the house already opened the door for an outside to come in. And it was not the gateman that had this kind of access.

Paying bribes to secure government appointments should be punishable under Nigerian law. Likewise, creating dubious government parastatals for personal gain should also be a criminal offence.

Neither the bribe giver nor the recipient has the country’s best interests at heart. Both should be removed from office and handed over to the DSS for criminal prosecution.

That is what any government genuinely committed to fighting corruption would do. I doubt the current government has the political will to take such action, they’d rather cover up than admitting such crime(s) is(are) happening under their administration
