They are one of the richest clubs in the world, so Barcelona simply can't tempt them with money to sell their best players (unless, of course, if the player himself wants to leave.)

Yes, they've sold players like Raheem Sterling to Chelsea , Gabriel Jesus to arsenal, these are spent players, only Julian Alvares I can see that is a good player. (but we all know the reason he was sold)
So players like Sergio Aguero and De Bruyne, they left only after their contracts expired, having already given their best years to Manchester City.
