STATE HOUSE PRESS RELEASE

PRESIDENT TINUBU ORDERS ICPC TO INVESTIGATE “PRESIDENTIAL FOREIGN INTERVENTION PROMOTION COUNCIL”

President Bola Ahmed Tinubu has directed the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to conduct a thorough investigation into the activities of a “Presidential Foreign Intervention Promotion Council” (PFIPC) and all related matters.

The President directed that the investigation be concluded and a comprehensive report submitted to him within 30 days.

The directive follows the discovery of the fictitious PFIPC, which was never established by the Federal Government of Nigeria and has no basis in any law, presidential instrument, executive approval, or other lawful act of Government.

One Adeniyi Adeyemi Matthew presented himself as the Director-General of the so-called PFIPC and falsely claimed to be a presidential appointee.

Among the issues to be investigated by the ICPC are the forged appointment letters and other official government documents; the use of a false claim of presidential appointment to seek or obtain official recognition and diplomatic support, including visa facilitation; and the opening of multiple bank accounts in the names of purported government agencies using allegedly forged documents.

President Tinubu directed the ICPC to investigate not only the conduct of the principal individual and other collaborators involved but also the wider circumstances that may have enabled a fictitious body and a false claim of presidential appointment to acquire an appearance of official legitimacy.

The investigation is to examine the provenance and use of false official documents; the processes through which official recognition or diplomatic support may have been sought or obtained; the opening and operation of any related bank accounts; the source and movement of any funds involved; and the role of any public officer, private individual, financial institution, intermediary or other person or entity that may have facilitated, enabled or participated in the alleged scheme.

The President further directed the Commission to identify any weaknesses in government and institutional procedures that may have been exploited and to recommend immediate measures to prevent the recurrence of similar abuses.

All ministries, departments and agencies of the Federal Government have been directed to provide the ICPC, upon lawful request, with all relevant information, records and assistance required for the expeditious completion of the investigation.


President Tinubu stated that the integrity of the Presidency and the institutions of the Federal Government must be protected against impersonation, forgery, abuse of official identity and the exploitation of weaknesses in the public service.

The President directed that all persons found culpable be treated strictly in accordance with applicable law.

There is Nigerian Investment Promotion Commission already existing with all the blueprint and guidelines for investors to come in and invest in Nigeria.. why all these Presidential this, Presidential that?.. like to what end??
All these political appointees and special advisers or whatever they are called are ruining Governance in Nigeria. They all feel they know better than the career civil servants, that they are bigger than those that have been serving for several years.

Just imagine this disgrace brought upon Nigeria.. how will foreign investors have confidence in the country with this kind of scandal?.. how?

I was actively advocating for your sack for the earlier statement released.
Second. This (probe) ought to have been done since last last October. If you had done that, you'd have used this scandal to shine rather than the mess we have here.
Also good to know that there's "no material loss" according to the AGF/CBN (To be probed).
Every liable/negligent officer must be identified and sacked.

Tinubu asking ICPC to conduct a thorough investigation on this case is a right call, but until he asks his Chief of Staff that is fingered in this scandal to step aside while the investigation is on, every sane Nigerian already knows the outcome of the report.

~ letter of approval to represent Nigeria in fintech conference abroad
~ three CBN bank accounts
~ 314 civil service staff approvals from the Head of Civil Service
~ ₦1.3 billion in the signed 2026 national budget
~ many months of Voice of Nigeria coverage as a legitimate government agency

Does a lone con artist with one forged letter leave a 28-month trail across multiple government institutions without government officials collaborations?

Same Prince Adeniyi Adeyemi Matthew alleged that President Bola Tinubu's Chief of Staff, Femi Gbajabiamila, demanded a 48% cut of a ₦27.4 billion take-off grant and previously received a ₦400 million bribe from him to secure a government appointment.

It's interesting that even EFCC may be probed in this scandal because of the picture of the director of this council with the EFCC chair.

I remember the EFCC chair saying that they probed one person and never found anything from him but I didn't think that was a good idea to say in public because the EFCC chairman said that just shortly after the IGP was involved in a similar case where he had taken picture with a criminal then banned picture taking.... undecided

I know one thing for sure, everything correspondence in every government agency has a process. Registers, signatures, inductions, screenings, et al. The guy has claimed that he got his appointment letter from someone who has died. If the appointment letter truly came from the Chief of Staff, it must have it's own register and the delivery process must be documented. You can not pick up an appointment letter for a third party. Even if that happens, there's always the process of submission of credentials, screwing and an induction process/period. Adeniyi must be able to provide evidences for all of these.

You can't tell me that a third party brought an appointment letter for you at home and then you just resumed work! It doesn't work that way. If it's from the Chief of Staff, it will appear in some registers and must also have copies in the personnel department.

I think the matter needs to be thoroughly investigated!

How did the fake agency get TSA account, CBN account? and other highly revered endorsements? And with which money was the fake agency using to pay their staffs all these while and even fund their travel expenses and other official assignments?


How was the fake agency DG able to meet with high level government office holders like the Vice President, EFCC Chairman, Deputy Speaker of House of Reps, Senate President, etc? How? Think young man, think! Think beyond ethnicity and see the true picture of what transpired in all of these

What bothers me most about this whole issue is not even the fake council itself.

It is the fact that our law enforcement agencies suddenly become active only after receiving directives from above.

Are they not agencies created by law?


Don't they have investigators, intelligence units and prosecutors whose duty it is to detect crimes, investigate them and prosecute offenders? Why must they always wait for instructions from "above" before doing what the law already empowers them to do?

If an ordinary Nigerian commits forgery, impersonation or fraud, the police do not wait for orders from above before making an arrest.

They move swiftly . So why should cases involving influential people or politically connected individuals require a green light from the President or a governor before anything happens?

This is exactly why many Nigerians have lost confidence in our institutions.

Law enforcement should be driven by evidence and the law, not by signals from powerful offices.

Until our agencies can investigate, prosecute and enforce court judgments without looking over their shoulders, the so-called sacred cows will

continue to enjoy protection while justice remains selective.
