10 years and passing every year without promotion sounds almost impossible. However, I think the vacancy issue might be his challenge if for instance, he has an overall of 70% and there are way more people scoring more than him nonetheless, I thought when the current EC came in, he allowed them promote those who had been on same level for a long time and not getting promotion due to vacancy or not passing the exam. Can someone else also try seek information/clarification about this?

I understand your concern, and I know our system has its shortcomings. But constantly presenting every recruitment exercise as though merit has no place only discourages genuine applicants.

Bro, a Federal Government job isn't for everyone, and it isn't the only measure of success. Let people apply and try their luck. Advising people to stay proactive is fine, but don't let your personal experiences or assumptions convince others that the process is already compromised. That kind of negativity can even make you lose potential helpers or opportunities. Let's encourage people to be hopeful while remaining realistic...
