Here is what I struggle with.

The foot soldiers of the real terrorists are hundreds of thousands of former Almajiris that are now in their teen and twenties. They have no education or marketable skills. They are victims of the Almajiri system.

If these ones are not rehabilitated by the government, their needs will continue to be met by terrorist groups and illegal miners who pay and feed them.

These hundreds of thousands or even millions of former Almajiris will remain a menace to the society.

Goodluck Jonathan build Almajiri schools to help these people but those schools are now uninhabitable and the governors of those states have abandoned them.

In my humble opinion, these former Almajiris can be rehabilitated and the government should help them.

Having said that, any terrorists found in the theater should be neutralize immediately. Those ones are murderers who do not deserve mercy.

..this rehabilitation, amnesty, reintegration of terrorists can never stop because federal government allocates billions of naira for this rehabilitation, reintegration program of these terrorists...so this NSA office, officials, people , politicians in charge of this reintegration program loot and embezzle some of this money and use it to enrich themselves
