It is most likely sexual harassment. The harasament is the problem here, and not the sex.

According to the university bylaw of the NUC, it is forbidden for a lecturer or any staff to have intimacy with a student or learner.

The punishment is outright sack of the lecturer, and in some few cases rustication of the student for at least one academic session.

I don't believe that the bylaw is talking about student in general. What is obtainable globally is: No intimate relationship with a student or even a staff that you have authority over. This restricts it to students in your department or offering a course you teach.
