Nothing wrong with not going after him ... he has plenty of evidence left behind... clothes .. shies etc. Did the student report the matter to the administration? ... and more importantly... to the Police? He need to be charged abuse of power if not rape. What can he possibly say in defense of himself? Would the university remain silent on this issue? The student body need to put pressure on the administration . This is not his first victim ... others should be asked to one forward.

I don't believe that the bylaw is talking about student in general. What is obtainable globally is: No intimate relationship with a student or even a staff that you have authority over. This restricts it to students in your department or offering a course you teach.

If a young lecturer in Physics dept, for example, admires a student in Theatre Arts dept, they can fall in love. Provided that student will not offer any Physic Course.

Now this is nuanced.
There are actually companies that will simply transfer the man or woman to a different department so they dont have undue influence.

Of course must be thoroughly investigated and the offending party dealt with.
Generally, lecturers, pls stay away from students sexually. You are not there to teach them sex.
