Don't be fooled by intervention Grant look at the list of grant before it 1. SEM — Social Exchange Market Reported as one of the earlier schemes, dating back to around 2015. People were recruited through NGOs, cooperatives and “cluster” structures. Applicants were promised very large grants after registration/subscription. The programme became associated with prolonged delays and disputes over disbursement. A 2024 Guardian article specifically describes SEM as an early scheme in this sequence. 2. Ishiba Appeared as another grant/subscription programme in the same ecosystem. Recruitment commonly relied on coordinators and social-media/WhatsApp networks. Claims of large future payments were used to attract participants. 3. OSSEA Another name reported alongside SEM, Ishiba, Golden Bridge and TELPECON. Operated around NGO/cluster recruitment and promised grant disbursement. 4. Golden Bridge Promoted as a major funding/grant opportunity. Participants were organized through intermediaries/cluster heads. It is repeatedly mentioned in discussions of the succession of these schemes. 5. TELPECON The Empowerment...? — this one needs particular care because several expansions of the acronym have circulated. It used an NGO/cluster-head structure, with people encouraged to recruit beneficiaries. Reports from participants described various payments being requested during the process. It became one of the best-known schemes in this chain. 6. Theobarth Global Foundation This became particularly prominent. It claimed to facilitate very large grants through NGOs/clusters. There were allegations involving substantial payments from people seeking to participate. Importantly, the ICPC publicly stated that it was not partnering with or monitoring the Theobarth Global Foundation Grant and warned people dealing with it to do so at their own risk. 7. USAGE Reported as another successor in the same general grant ecosystem. Like the others, the model involved NGOs, coordinators/cluster heads and promised large disbursements. It subsequently gave way to/promoted the next major scheme, UAAG. 8. UAAG — United Alliance African Grant Announced in 2023 and promoted as a huge African/Nigerian grant. The proposed structure involved NGOs → CEOs/coordinators → bundle/cluster heads → beneficiaries. Some promotional claims said millions of Nigerians would receive millions of naira each. UAAG itself has denied that payments were required for participation or cash disbursement; in an April 2024 statement, its management said anyone requesting payment in UAAG's name was a scammer. The common pattern The interesting thing is that the names changed, but the recruitment model was remarkably similar: New “grant” announced ↓ Huge amount promised ↓ NGO/association/cooperative recruited ↓ Cluster head/coordinator appointed ↓ Beneficiaries registered ↓ Forms, documentation and “processing” ↓ Disbursement repeatedly postponed ↓ A new fee or requirement appears ↓ Eventually another grant programme becomes the focus |
