Petroleum Minister Tinubu Mute as Multibillion-Dollar Refineries Crumble Published 5th May, 2025 By Opeyemi Lawal President Bola Ahmed Tinubu serves as Nigeria’s minister of petroleum yet he has failed to provide updates on the failed repairs of the multibillion-dollar Port Harcourt, Kaduna and Warri refineries. In April, a document revealed that the Warri Refinery’s maintenance cost was about $656.9 million. The document also showed that the refinery shut down only one month after Mele Kyari, the former Nigerian National Petroleum Company Limited (NNPCL) Group Chief Executive Officer, claimed it had kicked off. Similarly, the Port Harcourt refinery, which began operation in November and was allocated $1.5 billion for repairs, has been dormant since January 25 due to safety concerns in its Crude Distillation Unit Main Heater. While it operated, the refinery in Port Harcourt only worked at 37 per cent of its capacity. Meanwhile, the federal government had earmarked $740.6 million for the Kaduna Refinery. However, despite these huge sums and the promise to reduce Nigeria’s reliance on fuel importation, neither Tinubu nor the NNPCL has provided convincing explanations for the setbacks. In March, during a Senate hearing on the state of the refineries, lawmakers criticised the NNPCL’s lack of transparency and raised concerns about how billions of dollars were disbursed without measurable progress. Officials from the petroleum ministry were summoned but failed to appear, further deepening public mistrust and speculation over the true state of the facilities. Meanwhile, while touring the Warri Refinery at its kick-off event, Kyari claimed that real changes were possible in Nigeria, and restarting the refineries was one of them. “We are taking you through our plant. This plant is running. Although it is not 100 per cent complete, we are still in the process. Many people think these things are not real. They think real things are not possible in this country. We want you to see that this is real,” Kyari had said. “I must congratulate our team for their determination and extreme belief that this company can restart this plant. This has brought the result we are seeing in collaboration with our contractors. We have proved that it is possible to restart a plant that you deliberately shut down. We have proved this.” But as of Monday, FIJ can confirm that Tinubu, who doubles as the petroleum minister, has yet to issue any public statement or clarification regarding the setbacks these refineries have faced. Despite mounting questions and billions spent, neither his office nor the Ministry of Petroleum has communicated transparently with the public or the press. https://fij.ng/article/petroleum-minister-tinubu-mute-as-multibillion-dollar-refineries-crumble/ Cc Helinues Biodun556 Ttalk Seunmsg Madridguy NgeneUkwenu Manna_BBQgriller Etc |

Just go back to a few days ago when he met with Nupeng leaders where he reaffirmed that the refineries were going to work and work they will. Out of your devious folly, just in april 2026 The Nigerian National Petroleum Company Limited (NNPC) signed a memorandum of understanding with Chinese firms Sanjiang Chemical Company Limited and Xinganchen Industrial Park to revive and operate the dormant Port Harcourt and Warri refineries through a potential technical equity partnership. The AgreementSigned on April 30, 2026, in China.Focuses on the Port Harcourt and Warri refineries.Shifts from simple contracting to a technical equity model.Involves joint operational control and equity stakes. You deliberately side stepped this positive development just ro push your vile propaganda which is infantile at best. |

Lithiumite:How much did GEJ spend on the refineries? During his presidency from 2010 to 2015, the administration of Goodluck Jonathan spent an estimated $396 million to $495 million on the Turnaround Maintenance (TAM) and repair of Nigeria's state-owned refineries. Note that during Jonathan's time, the refineries worked, but not to full capacity. How much has the APC spent so far? Over $19bn and yet not a single crude has been refined. |

Lithiumite:Yeah. I heard myself. With $396 million to $495 million during Jonathan's regime, the refineries worked, but not to full capacity. With $25bn spent by buhari according to Reuters, what did we get? Did the refineries work at all? With $2.98b spent by Tinubu, what did Nigerians get? Did the refineries work at all? Do you know what $25bn + $3bn is compared with $396m (to $495m)? Bros, abeg go and rest. Stop defending evil. |

Elusive001:And we were importing the highest volume of refined petrol in the history of this country at the time......the then minister of petroleum Allison madueke was vehemently stating that the refineries weren't going to work and that the govt wasn't going to be spending any more money revamping it. Pls be reminded this isn't joke section. |

Lithiumite:Bros abeg go and rest oooo Defending Tinubu, Buhari, and the APC makes one look fullish. Wetin you wan defend bros? During GEJ regime from 2010 - 2015, Nigeria paid a total subsidy of N3.9t - N6t. Daily consumption was said to be 30m - 35m litres. Under Tinubu, Nigeria has spent N11t - N15t in subsidy, nicknamed under recovery, so far oooo for how many litres kwanu? Daily importation varying from under 4 million to over 18 million litres/day in deficit periods. Bros, compare and contrast N3.9t - N6t from 2010 - 2015 (roughly 6years) for 30m - 35m litres/day compared to less than 4m litres to say 20m litres/day for just 2023 - 2026 ( say July), roughly 3years Abeg stop defending evil

| Re: Petroleum Minister Tinubu Mute As Multibillion-dollar Refineries Crumble by Elusive001(op): 5:03pm On Aug 15 |
Lithiumite:As Jonathan left with importation and subsidy at 30m-35m litres per day and , $345m - $365m. Buhari came in and it mysteriously metamorphosised to 50million and over 60 million litres per day and $11bn - $15bn. Bros abeg go rest. |
