Create a new email address or use another existing email, download windscribe VPN(free) switch to Germany or any European country, then go back to your playstore, click your new email/profile icon then wait for it to load, Reload and search for your game app again.

Make sure you force stop/close your Play store before you switch on the new VPN and also before switching The Gmail account.

Two processes you need to fix this, I think.

You need to run the VPN on your router. I won't be surprised if they have a method to detect that you have a VPN running locally.
The second thing is to clear your cache and local data so the app starts from scratch, incase they have some sort of saved state that is persisting that you are a "suspicious user"
