I intend to buy 30 tonnes of sand from a vendor, how do I ascertain it is 30 tonnes exactly the vendor supplies and not something lower like 20 tonnes etc.

Vehicle that will deliver it cant be less than that of 14 to 16 tyres. It is best to get a vehicle yourself and go there to buy.

Better still, create time and follow them there. Dont let them distract you at weighing point (weighing room and weigh scale). Request to see the scale the vehicle measures, when empty and write it down. When it is loaded, check the reading yourself again. They will want to rush you o. No gree. If it's a Chinese man quarry, it may be a little bit fair. You may even be able to pay at the counter yourself. If you are denied entry into the premises, request for the payment and loading receipts BEFORE YOU LEAVE THE GATE, then crosscheck to be sure it's what you paid for that was supplied.

Why do they want you to bribe them? Are you trying to circumvent a due process? There's a due process. You follow the due process and only find dem something just to get things moving.

Get your land surveyed and certified that it is free from government acquisition by a Chartered Surveyor. Then engage an architect for your building plan and structural drawings certified by a structural engineer if not a bungalow. Then submit your drawings with the building and planning authority and pay the requisite fees to the government bank account. You will be issued a payment receipt. It is at this point you can find dem something to progress your application.

You should be very careful to bribe your way through without following due process. You are open and at risk of demolition in future. The team that collected the bribe will be nowhere to be found.
