In 2003, a bold and forward-thinking decision was made by a certain state Governor - Bola Ahmed Tinubu: the creation of Local Council Development Areas (LCDAs). At the time, this move was met with intense controversy. Critics argued it overstepped constitutional bounds, as the Nigerian Constitution only explicitly recognizes formally established local government areas. The Federal Government even responded by withholding statutory allocations in protest. Yet, despite the legal and political hurdles, this decision has since proven to be a masterstroke of visionary leadership — a strategic move that has reshaped local governance in Nigeria. Why was it visionary? 1. Decentralization for Effective Governance At a time when urban centers were grappling with exploding populations and inadequate public services, this leader saw the need to bring governance closer to the people. The creation of LCDAs allowed for better administration of communities that had previously been too large and too complex to manage effectively. Smaller administrative units enabled quicker responses to community needs, reduced bureaucratic bottlenecks, and made public service delivery more efficient. 2. Enhanced Political Participation The LCDAs expanded the democratic space. More communities were now directly involved in the political process — not just as voters, but also as potential leaders, stakeholders, and change agents. This resulted in stronger civic engagement and allowed local voices to influence developmental priorities. 3. A Model for Others Although initially controversial, this governance model was later adopted by several other states across the country. These states, recognizing the initiative's success, followed suit by creating their own LCDAs, bringing similar benefits to their own populations. The model had moved from being a solitary experiment to a national template for grassroots development. 4. Strategic Urban Planning One of the often-overlooked benefits of this reform was its long-term impact on urban development. With local councils closer to the ground, infrastructure projects could be better planned, tailored to specific community needs, and monitored more effectively. This has laid the groundwork for a more organized, responsive, and livable urban environment — a far cry from the chaotic sprawl seen in many other regions. 5. Legacy that Endures Two decades later, the impact of this policy is still felt. The LCDAs have not only survived but thrived. They have become integral parts of the political and administrative landscape, continuing to serve millions and inspiring future reforms. This is the true test of visionary leadership — initiating change that not only survives political transitions but also inspires others to follow suit. Contrast this with the other man whose achievements have remained mostly invisible — vague, debatable, and often lacking measurable impact. While some parade lofty ideals and grand rhetoric, the true mark of leadership lies in tangible transformation — in policies that withstand time and opposition, and in ideas that others choose to replicate because they work. One man pioneered a system of governance that has changed lives, improved service delivery, and strengthened democracy from the ground up. The other is remembered mostly for what could have been — a legacy of missed opportunities and unfulfilled potential. True vision is not measured by applause in the moment, but by the echo of your impact long after you’ve left office. And in this regard, the LCDA initiative stands as one of the clearest symbols of long-term, people-centered leadership in modern Nigerian history — a template still being emulated, refined, and expanded today. This is glaring enough. It is neither debatable nor refutable. So we can ask: what had Obi initiated? What are his brainworks, his creations that other states are adopting? If you have anything against this write up, please speak up but be civil. Let's go! |

We knew all we were going to see in the thread are vague projects. Nothing tangible. In other words, he will continue to claim the achievements of all the governors who succeeded him, but he never gives credit to others who governed Lagos before him. His lackeys say he built Lagos from scratch. Same Lagos of Jakande, Marwa and Dodan Barracks. |
| Re: Still On Legacy Projects Of Tinubu As A Governor by richidinho(m): 8:28pm On Aug 20 |
No pinshure? ![]() Tinubu has no legacy project even as president |
| Re: Still On Legacy Projects Of Tinubu As A Governor by AMINDA: 8:30pm On Aug 20 |
richidinho:His legacy projects are any achievements by Fashola, Ambode and Sanwo-olu because according to his lackeys, he "discovered" them. Ask them who discovered him and watch them disappear like the fart of a leprous witch. |

AMINDA:I have just mentioned one of the legacy projects. I was expecting you to dispute this and buttress your point. And probably in addition, mention the legacy projects of your principal and how other states are copying him. Who introduced LCDA? answer that first |
| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 9:46pm On Aug 20 |
AMINDA:I have tried to help you. But probably you are a poor student. Who's achievement is LCDA? |
| Re: Still On Legacy Projects Of Tinubu As A Governor by Thedon22: 9:50pm On Aug 20 |
olaolaking:Don't mind him. They don't have legacy projects. They only claim Obasanjos successes. The other agbotikuyo owed doctors 13 months as gov. He is always claiming Amindas principal is his Oga. Funny guys. |

You still came to tell us rubbish that baron used 8 yrs to share blue print Tell us the projects he started and completed in lagos in 8 yrs. So I should equally say all the projects the governors who came after obi in Anambra are his achievements as he left money and blue print for them.what kind of joke is this one |
| Re: Still On Legacy Projects Of Tinubu As A Governor by Streetinvestor2: 11:45pm On Aug 20 |
Ttalk:The LCDA that made obj seize allocation to lagos state. He knows how important that fund is to grass roots but he has seized osun lga funds for over 2 yrs now. And when he finished frustrating osun government. You claim he was neutral in election his apc governors spent over 100 billion and lost.Did they go to the state without his approval. Why did he tell his apc governors to stay back in thr states. They whr not going thr to vote as thr constitutional rights |

You Obi supporters open thread to fool yourself. Who wants to write about Tinubu n will not list 1. Abraham Adesanyoa Estate 2. Lagos Island Maternity Hospital rebuilt from scratch by Tinubu after it got burnt. 3. The 4 Millennium school Among others AMINDA: |

AMINDA:Thank you! OP can point to nothing of substance, just big sounding word-salads that mean nothing Ambode in just four years had tons of projects compared with Papa Chicago; Ambode literally changed the face of Lagos, from Abule-Egba, to Agege Pen Cinema to Oshodi to Oworonshoki! Dude is the best governor Lagos has had apart from Lateef Jakande...he has been deliberately underrated and obscured because he fell out with the bloodsuckers of the corrupt party machine that are draining Lagos dry!

Streetinvestor2:We are discussing Tinubu's legacy projects here and not a "baron". I don't know anything about any Baron. Please stick to the write up. If you think the LCDA creation in Lagos should be seen as achievement of one of Tinubu's successors, then tell us educate us on who's name we should attach it to. Otherwise, you are blabbering |
| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 10:30am On Aug 21 |
IbnB:How old are you? Probably you are one of those kids who entered Lagos in 2010 |
| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 10:39am On Aug 21 |
Streetinvestor2:Please stop telling stories. Who firstly introduced LCDA in Nigeria? Are other states copying the system? Just stick to that and stop dancing about election |
| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 10:41am On Aug 21 |
Ballmer:I have mentioned just one legacy project and they are dancing. I am just coming. I would put More legacy projects here. |

olaolaking:I don't know who is called the name u mentioned. I only know of drug baron that his files is about to go viral in usa. He created LCDA in lagos but has held the same funds belonging to lga in osun state for two yrs now because of politics. How should I celebrate his LCDA then as achievement |
| Re: Still On Legacy Projects Of Tinubu As A Governor by Streetinvestor2: 11:24am On Aug 21 |
olaolaking:It is not an achievement after making lagos his family estate as baron |

| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 11:39am On Aug 21 |
Streetinvestor2:Again, i am discussing Tinubu's legacy project. I don't know any Baron. Who introduced LCDA for the first time in this country? Are other states copying the system? Your failure to stick to and or answer these questions may present you as a poor student who prefers to say what he wants to say instead of what he is asked |
| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 11:42am On Aug 21 |
Streetinvestor2:Okay. But do you agree that he was the first to introduce it? Do you also agree that other states start using the same idea? Please just answer the 2 questions. Don't bother to ṣàlàyé anything |
| Re: Still On Legacy Projects Of Tinubu As A Governor by Streetinvestor2: 1:05pm On Aug 21 |
olaolaking:It is not achievement. And I don't know any state else that is using it Tell me why he has held osun lga funds for 2 yrs since lcda was great idea for lagos. Lcda was an indirect way to create more lga for lagos and obj kicked against it so nothing special |
| Re: Still On Legacy Projects Of Tinubu As A Governor by olaolaking(op): 3:54pm On Aug 21 |
Streetinvestor2:1. For the fact that you don't know any state that is using the system shows that you don't know anything and that's enough to show your ignorance. 2. If from my writeup, I list 5 good benefits of LCDAs and how it had improved governance. You didn't dispute the benefits but you still claim "not achievement", then, I can't help |
| Re: Still On Legacy Projects Of Tinubu As A Governor by IbnB: 9:16pm On Aug 21 |
olaolaking:Lol ![]() I had my own office in Lagos during Tinubu's governorship, when armed-robbers were laying siege to Lagos banks overnight...they would come with danfo loaded with oxyacetylene cylinders and spend several hours slicing the safe doors open I bet you were still in pampers back then |
| Re: Still On Legacy Projects Of Tinubu As A Governor by Streetinvestor2: 9:32pm On Aug 21 |
olaolaking:I don't have anything to do with one village in your region so I make bold to say I don't know any state in SE,SS and north using it.Have you ever gone pass your region And what is the special thing the LCDA did that LGA could not achieve. It is all about reaching the grass root population of the state LCDA was back door for Tinubu to create more lga in his lagos estate which he didn't have constitution power to do.it was nothing special or an achievement You are not talking to illiterate transport union workers around u.We already have 3 tiers of government and didn't need more to achieve any development to grass roots |

LCDAs are the biggest scam to ever grace Lagos politics. Of the 37 LCDAs barely 6 are doing all you mentioned. I want an FG and state government in Lagos that will scrap them and return Lagos back to the original 20 LGAs. After over two decades, I can’t point to one thing other than empowering politicians that the so called LCDAS have achieved. |
