THE ILLEGAL PRESIDENTIAL FOREIGN INTERVENTION PROMOTION COUNCIL: CHASING THE SHADOW AND LEAVING THE SUBSTANCE The public domain has recently been awash with troubling revelations surrounding the discovery of a fictitious, unconstitutional entity operating under the grand title of the "Presidential Foreign Intervention Promotion Council" (PFIPC). Initial public outrage rightly focused on high offices, notably pointing fingers at the Office of the Chief of Staff to the President as the alleged architect or facilitator of this shadowy setup. However, following a brief probe, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) exonerated top political figures and quickly moved to arraign lower-level civil servants across various ministries for prosecution. This swift shift in focus raises a fundamental question: Was true, uncompromised due diligence followed by the ICPC, or was this merely an exercise in damage control? By rushing to parade a few administrative officers, the anti-graft agency appears to be conveniently chasing shadows while deliberately ignoring the core substance of a deep-seated institutional breach. A superficial sweep cannot explain how an illegitimate ghost agency acquired the trappings of state authority. The public deserves direct, uncompromising answers to critical systemic questions: The Visioner: Who conceived and drafted the administrative framework for this illegal entity, and under whose authority were its founding operations launched? State Infrastructure: Who authorized the allocation of prime real estate within a Federal Secretariat for its corporate headquarters? In a country where securing official office space requires multi-tiered ministerial approvals, who signed off on the allotment? Personnel and Deployment: Who signed the appointment of the Director-General? Were the staff members casually hired, or were they core civil servants deployed from established cadres? If they were career civil servants, how were they transferred or deployed across ministries without the explicit knowledge, documentation, and approval of the Head of the Civil Service of the Federation? Financial Siphoning and Budget Smuggling: How was the agency's recurrent expenditure funded before formal budget lines were drawn? Crucially, how did a non-existent agency secure a line item in the Approved National Budget without the scrutiny of the Budget Office of the Federation, the Accountant-General, or the National Assembly? Who generated its unique code on the Government Integrated Financial Management Information System (GIFMIS) platform to enable it to receive and disburse public funds? To ask the public to believe that mid-level civil servants independently executed a scam of this scale, bypassing federal security checks, parliament, budget offices, and treasury platforms, is an insult to collective intelligence. Middle-tier officers do not possess the executive leverage to insert line items into national appropriation bills or command cross-ministerial staff deployments. The ICPC was clearly in a hurry to wrap up its narrative, offering up scapegoats to appease an angry populace while shielding the real enablers in higher offices. Sacrificing administrative foot soldiers while leaving the structural machinery and political masterminds untouched does not solve the problem. It merely guarantees that another "phantom council" will spring up tomorrow. If the government is serious about anti-corruption and institutional integrity, it must reopen a thorough, independent judicial panel of inquiry. We must stop leaving the substance to chase the shadow. Asiomanokai, George Akokotu is a Certified Management Consultant, L& Practitioner and Fraud Examiner. |

asiomanokai:Let's be realistic... these fraudulent schemes would not receive justice within the timeframe of this administration... Prepare yourselves and other patriotic Nigerians to ensure they partake in voting a credible President in the forthcoming Nigerian Presidential election... When this victory is confirmed... It's only after then that these and more fraudulent cases would be revisited... Till then... document all such evidences... while we watch the dramas this administration plays over injustice... Renaissance... Dream Again... |
