I always find it difficult to reason out how America as a nation thinks. You don't want adversaries (whatever that means) to have bases anywhere near you, but you keep establishing bases round every other country. That is definitely not a show of true strength.

It's all false or pyrrhic empty triumph. You are developing your technology but you want others technological advancement to be stifled.
