So World Bank loans he took as governor amounting to $123m was not a loan.

This is what Giringori had as response to Solodu releasing Anambra debt profile on the day Giringori handed over to Obiano.

Anambra state federal allocations are being deducted by the FG to repay this loans but this isn't a loan according to Giringori.

Note that not only Anambra state accessed World Bank facility.

Kano state alongside 7 otter states including Anambra signalled to the Federal govt their willingness to access loans from the World Bank under the Malaria prevention and treatment facility.

Every other state that took such loan is automatically being deducted from FAAC allocations for repayment of said facility.

So how come it isn't a loan if Giringori borrowed it and the state is repaying it and will continue to repay it ?

The clearest contradiction appears in the government’s own figures. It states that the original facilities amounted to approximately US$123.77 million and that US$92.35 million remained outstanding in June 2026. However, the DMO’s published records showed Anambra’s total external debt at approximately US$18 million when I began my tenure in March 2006, about US$30 million in March 2014, when I left office, and approximately US$45.15 million as of 31 December 2014, nine months after my departure.

The loan facility was offered to the FG on behalf of states and the FG asked any state willing to key into it to apply.

It's a loan to the states with FG as final guarantor.

Same thing happens when states borrow from local banks.

They don't borrow on projected IGRs but from guaranteed FAAC allocations from the FG.

Once a state takes a loan with a local bank an indemnity is placed on their FAAC allocations.

This is like a staff collecting bank loans against salaries.

The borrower guarantees their loan repayment with salaries from their Organization.

It doesn't mean the organisation is the one repaying the loan rather the organisation will ensure that the staff salary account are domiciled with the lending bank .
