It is not Hisbah.

Jibwis (aka Izala) is an Islamic sect in Nigeria (just as you have Charismatics or Pentecostals in Christianity).

JIBWIS set up voluntary organisations to engage in crowd control, first aid, etc during Islamic events (just as you have Boys Scout, Red Cross, etc. in Christianity).

It is a non-governmental voluntary organisation, but this type of scandal has occurred in the past. I expect that the leadership of Jibwis will condemn it.
