Its a norm in the music industry especially when artistes are working on their albums.
Lots of songs are usually submitted by other artistes/songwriters, then the final selection is then made. your song may or may not make the list.
pretty sure lots of peeps don't know Rihanna "Diamonds" was written by Sia.
