if this is true, then there's going to be trouble in Enugu state politics. And if PDP goes ahead with Ayogu then APC will likely take over Enugu. I personally don't like Ayogu, he hasn't being of any benefit to Nsukka unlike Ekweremadu.

Rapid Rural Devt: It is possible
Analogy: An Indian in Lagos, on seeing a big crater developing on one of the many federal roads and filled with filthy water, asked in wonderment “so where is government?” Right now, absolutely no govt in our communities is a fundamental flaw (different from govt presence o) –Igwe (govt appointed agent/spy), Town Union (self-enacting CBO, not known to govt, no accountability to govt so no funding)

A: -put the missing tier of govt in every community (4th tier, but its actually the 3rd tier), Community Government (CG) elected by community in open elections and tenured (I suggest 3yrs)
B: -Channel funds (LG and State) directly to CGs for maintenance of infrastructure and government services –schools, maternity, water schemes, road repairs, etc. while direct labour agency of State handle bulk items and interventions –new school blocks, government quarters, bridges, etc.
(Over 437? autonomous communities receiving N1m every quarter =437million (equals subvention to ESUT). I know precisely what N4m in a year can achieve when in direct control of our village heads who will augment it with counterpart contribution of free labour and materials (sand, gravel, laterite, etc.)). Talk of multiplier effect.
C: Support and strengthen CGs to identify and establish ventures on common community lands/assets (palm/cashew plantations, quarries, sharp sand mines, fast-growth forestries, fisheries, etc.) as sources of IGR.

[Principality of Monaco comes to mind: second-smallest independent state in the world; occupies just under two square kilometres, 36,371 population]

It is not about size, treat every community as an economic unit within the State and every CG will maintain a current account with State Govt.
Enablers:
-Enugu marketing company: stop marketing Thailand rice to Enugu and begin buying up and Marketing Enugu products (from the CGs) to the world (just like produce boards)
-DLA (Direct Labour Agency): a pool of skilled/unskilled craftsmen on govt payroll readied for intervention in every community (real VEC)

How
Amend existing development area administration law to enact the CGs. Revise and make devt area councils a college of elected heads of CGs (like NGF or SEGF) and appoint an Executive Secretary (LG staff under HPM) to run the devt area secretariat on day to day. ENSIEC conduct elections

Feasibility, investment profiling and project packaging for CGs to be by State Economic Planning Commission (as chargeable consultancy) while technical committee on privatisation provide backing to institure private sector management services for community ventures signed under the seal of CGs

In all your suggestions, you still failed to suggest areas for the augmentation of Enugu state funding apart from our dependence on "Abuja oil money" as you mentioned in one of your posts. I thought you might like to start with development of natural resources like coal as a way of boosting our state government coffers and therefore enable us to develop both the rural and urban areas of the state. Go back to where we started and dwell on the points you raised.

It is clear that you have a very little understanding of governmental organisation structures, and that is why you advocate the establishment of the fourth tier of government when the third is almost completely useless. You even talked of empowering the fourth tier to carry out projects with funding from the state purse, well, as we still cannot make the LGA to work, what makes you think that a bunch of community administrators can do better? Which laws will bring them to book if they decide to embezzle funds? Have you ever heard of the name CDC under Chimaroke Nnamani? How did they fare?

Another place I need to look at is the area of wastage of funds, how could you have a third tier of government drawing salary and budget from the federal or state and then bypass them and want the fourth tier to now do the work of developing the interior? Why waste the funds paying them for doing nothing at all?

In conclusion I think we all have the fourth tier in our various communities, and we have been using them for smaller developments in the way of self help projects. The new governor can always plan his rural development thrust to achieve the needs of the masses.

Hurrying it only leads to premature erupti so don't shoot from the hips, and don't go " it is clear that you have a very little understanding of governmental organisation structures", because you really don't know and the Biblical "do not judge so you may no be judged" is still potent till today. There should be no invigilator or exam script marker here, I believe. It is not not a fail or pass thing. Just thinking out of the box for those who hate and wish to repudiate the status quo. Just to mention: there is actually no more that 2 tiers in Nigeria's federal structure. Just the centre (Fed) and States (Fed units). The 3rd tier so called is actually an appendage of State (by constitutional provision), actually departments (outposts) of State govt., forget what the LG chairmen think or wish. The community govt is not another tier really. Forget the tiers or tears

In order not to put the cart before the horse, it is very important that you address the resources we can use to push the rural development as you stated before. This should precede every fancy terms you are throwing about. We are listening.

I was prepared to debate the issues with her, despite the fact that she was obviously copying her points from textbooks, theory is always very sweet, after all some people just want to sell their textbooks, but the reality is different. I am still waiting for cogent points on how he thinks Enugu state can get better. Personality attacks cannot help us in any way, especially when we have not proven we could have done better than the person we are trying to ridicule.

Some of us don't even know the names of who our village councilors are, or how our Local government chairman looks like, or where our state assembly member lives or what our senator's constituency allowance is? But we are quick to start screaming fraud whenever we hear sums of money spent by the state government!


Some of us has never tried anything difficult in our lives, we find it easy to sit on a comfortable chair and sling insults on our leaders when we have never made a success of the smallest task entrusted in our care! Some people find it easy to scream that the state government should dive into agriculture, these are people who cannot even cultivate one ridge of cassava plant or train even a small chicken and make profit, and they shout state government should do this and that! What stops you from going to your village to farm, since you think the government can make too much profit from that? Why not employ people and make the profit yourself?

Absolutely Spyder!

I always ask those that suggest why not build a monorail, build an airport twice bigger than JFK, pave all Enugu sidewalk with gold, build shining skyscrapers all over town to beat Tokyo and lots of other frivolous things. Why can't they build it? Why is Dangote richer than them and their entire family lineage put together? Why aren't they the President of Nigeria or even the USA? If they cannot do all these themselves, We must accept the Reality of our lives and work hard to do our best based on our circumstance.

I have come to realize some of them are elementary school children here. If it makes sense for them to accept their humble position in life, that is exactly how it makes sense for Chime to accept he has only N100 billion to spend each year on salaries and infrastructure. Therefore, he must choose to provide the basic needs of the people before aiming for white elephant skyscrapers project. We the people applaud his astute financial management because he could very well have ruined Enugu by embarking on an endless monorail project like Amaechi. We thank God that Chime wisely used his tiny resource to transform Enugu state. We have not lowered the bar for him, we are only being realistic based on how much money he had to do the wonders he performed.

Some of us don't even know the names of who our village councilors are, or how our Local government chairman looks like, or where our state assembly member lives or what our senator's constituency allowance is? But we are quick to start screaming fraud whenever we hear sums of money spent by the state government!


Some of us has never tried anything difficult in our lives, we find it easy to sit on a comfortable chair and sling insults on our leaders when we have never made a success of the smallest task entrusted in our care! Some people find it easy to scream that the state government should dive into agriculture, these are people who cannot even cultivate one ridge of cassava plant or train even a small chicken and make profit, and they shout state government should do this and that! What stops you from going to your village to farm, since you think the government can make too much profit from that? Why not employ people and make the profit yourself?

To me the present system of government, may not be the best but it's certainly not the worst. So, Mej67, I am taking you to be the governor of Enugu state, how will you develop the rural part of Enugu, slightly detailed. Stop your theory on collapsing the present system of government or adding a new one, because you and I know quite well that such theory is far fetched. Make use of what is available to you, and like spyder opined...minimize cost. Adding a new tier of government translates to increased cost of governance and recurrent expenditure.
